Dice el refrán “Mas vale fortuna en tierra que bonanza en la mar”, lo citado es una propuesta de los 27 países de la CEE para la próxima revisión del STCW que empieza el mes que viene en la OMI y se espera esté listo en 2008.
Los únicos que han tienen dudas en la unión son los ingleses, las primeras declaraciones en contra han partido de los sindicatos y también del MCA, ya que la seguridad en parte está en la formación.
