Una buena noticia, desde el pasado 1 de septiembre la EMSA ya no funciona solo en horario de oficina, sino que lo hace las 24 horas, choca pensar que mientras los barcos funcionan 24 horas al día, ciertos servicios no lo hacen o dependen de la buena voluntad de otros, parece que en la ENSA han tenido en cuenta este detalle. ACCIDENT INVESTIGATION MEETING
On 25-26 June, EMSA hosted the 5th meeting of the Consultative Technical Group for Cooperation in Marine Accident Investigation (CTG CMAI ). Following the recent publication of the EU Directive 2009/1 8/EC several topics were discussed, in particular, the Accident Investigation Methodology and the Permanent Cooperation Framework.
During the meeting participants were updated on the last developments and future projects of the European Casualty Information Platform (EMCIP) and on the Marine Accident Investigation Training Package Study.

La Agencia Europea emite una nota de prensa con la revisión de los accidentes del 2008, nuevamente accidentes costosos en precio y sobretodo con número significativo de vidas perdidas.
Como hay crisis y muchos barcos parados, creen que es buena idea realizar el mantenimiento pendiente durante los años del boom, sin embargo, sospechan que si falta pasta poco mantenimiento harán los empresarios.
De las 82 vidas perdidas el 37% ha sido en accidentes de pesqueros y cerca del 25% en carga general, en la parte positiva disminuye la contaminación, aunque continúan los vertidos intencionados.

All maritime authorities of the Member States, such as those in charge of Search and Rescue, Port, Coastal and Flag State responsibilities, are authorised users of the system. They can use the EU LRIT DC to better track their ships and consult or request position reports.

In June 2008, the Agency launched a procurement procedure in order to conclude a contract for stand-by oil spill recovery vessel for the Atlantic European coastal area (from Porto, Portugal to and including Brest, France). The procedure is now
finalised. The contracted Ria de Vigo is a supply vessel with a storage capacity of 1,522 m³. It will be equipped with one set of sweeping arms; one skimmer; two sets of booms and slick detection radar.
This second edition prepared by EMSA contains in-depth statistical analysis of 69 500 vessels in the Equasis database over more than 300 tables and graphs including commentary on some of the more important trends noted. The publication of statistics contributes to more transparency in maritime information by providing users with unique set of data from three port state control regimes and 40 providers – and by making that information freely and publicly available.

At the present time, EMSA has around 100 staff and, at the time of the move, it is likely to have more than 120. Moving large numbers of staff, together with their families, in a relatively seamless way, will be a significant challenge, involving physical and cultural re-location and dealing with a new way of life, language, schools, jobs for spouses and many other issues.

An official of the European Maritime Safety Agency disclosed that the agency is preparing to inspect EU port plans for places of refuge and waste reception facilities.
Despite EU requirements for member states to file emergency contingency plans entering into force last year, industry officials suggest that no resolution to the issue has ever been reached and no list of refuge plans has ever been published.
EMSA official Panayiotis Petropoulos admitted that the issue was sensitive, but revealed that a series of 'unofficial visits' to EU ports will be commencing by the end of year.
Petropoulos added that a Danish firm has also been drafted to conduct a similar assessment of deficiencies within port reception facilities.

THE European Maritime Safety Agency will start the first inspections of the port and ship inspection services of European Union member states in September.
EMSA executive director Willem de Ruiter said that the EU regulation laying down the procedures for carrying out the inspections was due to come into force this month.
Member states would normally be given six weeks prior notice that an inspection was due to be carried out, he said, but would be expected to accept inspections at shorter notice in exceptional circumstances.
"Since the security threat is not expected to disappear overnight, the exercise is expected to continue indefinitely," he said.
He insisted that EU inspectors would not carry out inspections of ships and ports as such but would "inspect the inspectors".
"I don't think we need a large army of inspectors because our role is to inspect the inspectors. It's not so difficult to verify whether a national organisation or agency is doing its job properly.
Speaking at a conference in Nantes, France, on the first year of application of the International Ship and Port Facility Security code(ISPS), Mr. de Ruiter also detailed EMSA's plans for adding to the oil response capacity of EU member states, saying that he could not elude the subject in an area which had been so seriously affected by the Erika and Prestige disasters.
He said that the agency planned to place one large vessel in each of four priority areas it had identified - the western approaches of the English Channel, the Atlantic coasts of Spain and Portugal, the northern Mediterranean and the Baltic Sea.
It would sign stand-by contracts with commercial operators, he said, and was planning to launch a tender procedure shortly with a view to signing contracts before the end of the year. Contracts for a second vessel in each of the four priority zones would be signed next year.
